Context of Revelation 9:14
12The first great trouble has now finished. But after all these things, there are two more great troubles still to come. 13Then the sixth angel made a sound with his trumpet. I heard a voice that spoke to him from the four corners of the gold altar. This altar is near to God himself. The voice said to the sixth angel, ‘There are four angels at the great Euphrates river. Someone has tied them so that they cannot move. You must go and undo them!’ 15So the four angels now became free. God had kept them ready for that special time, for that hour, in that day, in that month, in that year. They were now ready to kill a third of people everywhere. 16I heard how many soldiers there were in their great army. There were 200 million soldiers who rode on horses.

- Barnes’ Notes on the Bible · v. 14Saying to the sixth angel, which had the trumpet - See the notes at Revelation 8:2. Loose, - This power, it would seem, was given to the sixth angel in addition to his office of blowing the trumpet. All this, of course, was in vision, and cannot be literally interpreted. The meaning is, that the effect of his blowing the trumpet would be the same as if angels that had been bound should be suddenly loosed and suffered to go forth over the earth; that is…Read the comment
- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 The sixth angel sounded, and here the power of the Turks seems the subject. Their time is limited. They not only slew in war, but brought a poisonous and ruinous religion. The antichristian generation repented not under these dreadful judgments. From this sixth trumpet learn that God can make one enemy of the church a scourge and a plague to another. - Tyndale Open Study Notes · v. 13-14The four horns of the gold altar (see Revelation 8:3) appear with the sixth trumpet blast. Many excavations have found altars with pointed horns at their four corners (see study note on Exodus 27:2). The voice has God's authority to command the release of the four angels. These angels are bound, indicating their evil nature (compare Revelation 20:2; 1 Enoch 10; contrast Revelation 7:1). Their location at the great Euphrates River likely refers to Assyria…Read the comment
