Context of Matthew 14:27
25Then, when it was nearly dawn, Jesus walked on the water towards his disciples. 26The disciples saw him walking on the water. They were very frightened. ‘It is a spirit,’ they said. They screamed loudly because they were afraid. But immediately Jesus said to them. ‘Be brave! It is I. Do not be afraid.’ 28Peter replied, ‘Lord, is it really you? If it is you, say to me, “Come here! Walk to me on the water.” ’ 29Jesus said to him, ‘Come to me.’ So Peter got down out of the boat. He walked on the water and he came towards Jesus.

- Adam Clarke Bible Commentary · v. 27It is I; be not afraid - Nothing but this voice of Christ could, in such circumstances, have given courage and comfort to his disciples: those who are grievously tossed with difficulties and temptations require a similar manifestation of his power and goodness. When he proclaims himself in the soul, all sorrow, and fear, and sin are at an end.Read the comment
- Matthew Henry Concise Commentary · v. 22-33Verses 22-33 Those are not Christ's followers who cannot enjoy being alone with God and their own hearts. It is good, upon special occasions, and when we find our hearts enlarged, to continue long in secret prayer, and in pouring out our hearts before the Lord. It is no new thing for Christ's disciples to meet with storms in the way of duty, but he thereby shows himself with the more grace to them and for them.
