Context of Joshua 9:15
13These bags of wine were new, but see how old and spoiled they are now. Our clothes and our shoes have become old as we made our long journey.’ 14The Israelite men tasted some of the Gibeonites' food, but they did not ask the Lord what they should do. So Joshua agreed that they would not kill the people of Gibeon. The Israelite leaders also said that they would obey this agreement. 16Three days after they made this agreement, the Israelites discovered that the Gibeonites lived near to them. 17So the Israelites left Gilgal to find the cities where the Hivites lived. After three days they arrived at their cities: Gibeon, Kephirah, Beeroth and Kiriath-Jearim.

- Adam Clarke Bible Commentary · v. 15Joshua made peace with them - Joshua agreed to receive them into a friendly connection with the Israelites, and to respect their lives and properties; and the elders of Israel bound themselves to the observance of it, and confirmed it with an oath. As the same words are used here as in Joshua 9:6, we may suppose that the covenant was made in the ordinary way, a sacrifice being offered on the occasion, and its blood poured out before the Lord. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
