Context of Exodus 22:24
22Never give trouble to any widow or to any children who have no family. 23If you are cruel to them, I will hear them when they call out to me for help. I will be very angry with you. I will kill you in war. Your wives will become widows. Your children will no longer have any family. 25You may lend money to any of my people who need help. But do not ask them to pay back more money than you have lent to them. That is what traders in money do. 26You may take someone's coat as a guarantee that he will pay you back. But you must always return his coat to him before sunset.

- Tyndale Open Study Notes · v. 16-31These laws deal with different situations about social responsibility. They are not arranged in clear groups or categories. These laws show that every part of life relates to obedience to God. Obedience to God is not limited to worship. It includes daily actions and relationships (see study note on 21:1–23:19).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
