Context of Exodus 22:23
21Never be cruel to a foreign person or give them trouble. Remember that you yourselves lived in Egypt as foreigners. 22Never give trouble to any widow or to any children who have no family. If you are cruel to them, I will hear them when they call out to me for help. 24I will be very angry with you. I will kill you in war. Your wives will become widows. Your children will no longer have any family. 25You may lend money to any of my people who need help. But do not ask them to pay back more money than you have lent to them. That is what traders in money do.

- Tyndale Open Study Notes · v. 22-23The widow, the orphan, and the foreigner were in a helpless and economically disadvantaged position. God, by his protective stance toward these persons, demonstrated that he does not value people on the basis of their power or wealth, the standards accepted by most humans. Instead, God values people because they share his (Genesis 1:27).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
