Context of Hebrews 9:3
1Now the first covenant also had regulations for ministry and an earthly sanctuary. 2For a tabernacle was set up, and in the first room, which is called the holy place, were the lampstand, the table, and the presentation loaves. Behind the second curtain was a tent called the most holy place. 4It had the gold altar of incense and the ark of the covenant, covered with gold on all sides, in which was a gold jar containing the manna, Aaron’s staff that budded, and the tablets of the covenant. 5The cherubim of glory were above the ark overshadowing the mercy seat. It is not possible to speak about these things in detail right now.

- Adam Clarke Bible Commentary · v. 3And after the second veil - The first veil, of which the apostle has not yet spoken, was at the entrance of the holy place, and separated the temple from the court, and prevented the people, and even the Levites, from seeing what was in the holy place. The second veil, of which the apostle speaks here, separated the holy place from the holy of holies. This answered for a door to the whole tabernacle. The second or inner veil, here referred to, divided the holy from the most holy place. This is…Read the comment
