Context of 2 Chronicles 24:5
3Jehoiada acquired two wives for him, and he was the father of sons and daughters. 4Afterward, Joash took it to heart to renovate the Lord’s temple. So he gathered the priests and Levites and said, “Go out to the cities of Judah and collect silver from all Israel to repair the temple of your God as needed year by year, and do it quickly.” However, the Levites did not hurry. 6So the king called Jehoiada the high priest and said, “Why haven’t you required the Levites to bring from Judah and Jerusalem the tax imposed by the Lord’s servant Moses and the assembly of Israel for the tent of the testimony? 7For the sons of that wicked Athaliah broke into the Lord’s temple and even used the sacred things of the Lord’s temple for the Baals.”

- Adam Clarke Bible Commentary · v. 5Gather of all Israel money - As the temple was the property of the whole nation, and the services performed in it were for the salvation of the people at large, it was right that each should come forward on an occasion of this kind, and lend a helping hand. This is the first instance of such a general collection for building or repairing a house of God. From year to year - It must have been in a state of great dilapidation, when it required such annual…Read the comment

After failing to raise funds the first time, Joash called Jehoiada again in the twenty-third year of his reign (2 Kings 12:6). The priests might not have acted because they disagreed about who should fund and oversee the restoration. The king criticized Jehoiada for not acting and suggested a plan to make the offering more voluntary.Read the comment
