Context of 2 Chronicles 24:5
3And Jehoiada took for him two wives; and he begat sons and daughters. 4And it came to pass after this, that Joash was minded to repair the house of the LORD. And he gathered the priests and the Levites, and said to them, Go out to the cities of Judah, and gather from all Israel money to repair the house of your God from year to year, and see that ye hasten the matter. But the Levites hastened it not. 6And the king called for Jehoiada the chief, and said to him, Why hast thou not required of the Levites to bring in out of Judah and out of Jerusalem the collection, according to the commandment of Moses the servant of the LORD, and of the congregation of Israel, for the tabernacle of witness? 7For the sons of Athaliah, that wicked woman, had broken up the house of God; and also all the dedicated things of the house of the LORD they bestowed upon Baalim.

- Adam Clarke Bible Commentary · v. 5Gather of all Israel money - As the temple was the property of the whole nation, and the services performed in it were for the salvation of the people at large, it was right that each should come forward on an occasion of this kind, and lend a helping hand. This is the first instance of such a general collection for building or repairing a house of God. From year to year - It must have been in a state of great dilapidation, when it required such annual…Read the comment
- Tyndale Open Study Notes · v. 4-8We do not know when Joash first tried to refurbish the temple. After failing to raise funds the first time, Joash called Jehoiada again in the twenty-third year of his reign (2 Kings 12:6). The priests might not have acted because they disagreed about who should fund and oversee the restoration. The king criticized Jehoiada for not acting and suggested a plan to make the offering more voluntary.Read the comment
