Context of 2 Chronicles 24:5
3And Jehoiada took for him two wives; and he begot sons and daughters. 4And it came to pass after this, that Joash was minded to renew the house of Jehovah. And he gathered together the priests and the Levites, and said to them, Go out to the cities of Judah and collect of all Israel money for the repair of the house of your God from year to year, and ye shall hasten the matter. But the Levites hastened it not. 6And the king called for Jehoiada the chief, and said to him, Why hast thou not required of the Levites to bring in out of Judah and out of Jerusalem the tribute of Moses the servant of Jehovah [laid upon] the congregation of Israel, for the tent of the testimony? 7For the wicked Athaliah [and] her sons had devastated the house of God; and also all the hallowed things of the house of Jehovah had they employed for the Baals.

- Adam Clarke Bible Commentary · v. 5Gather of all Israel money - As the temple was the property of the whole nation, and the services performed in it were for the salvation of the people at large, it was right that each should come forward on an occasion of this kind, and lend a helping hand. This is the first instance of such a general collection for building or repairing a house of God. From year to year - It must have been in a state of great dilapidation, when it required such annual…Read the comment

After failing to raise funds the first time, Joash called Jehoiada again in the twenty-third year of his reign (2 Kings 12:6). The priests might not have acted because they disagreed about who should fund and oversee the restoration. The king criticized Jehoiada for not acting and suggested a plan to make the offering more voluntary.Read the comment
