Context of 2 Chronicles 24:5
3Jehoiada chose two wives for Joash, and he had sons and daughters. 4At one point Joash decided to repair and restore the Temple of the Lord. He summoned the priests and Levites and gave them these instructions: “Go to all the towns of Judah and collect the required annual offerings, so that we can repair the Temple of your God. Do not delay!” But the Levites did not act immediately. 6So the king called for Jehoiada the high priest and asked him, “Why haven’t you demanded that the Levites go out and collect the Temple taxes from the towns of Judah and from Jerusalem? Moses, the servant of the Lord, levied this tax on the community of Israel in order to maintain the Tabernacle of the Covenant.” 7Over the years the followers of wicked Athaliah had broken into the Temple of God, and they had used all the dedicated things from the Temple of the Lord to worship the images of Baal.

- Adam Clarke Bible Commentary · v. 5Gather of all Israel money - As the temple was the property of the whole nation, and the services performed in it were for the salvation of the people at large, it was right that each should come forward on an occasion of this kind, and lend a helping hand. This is the first instance of such a general collection for building or repairing a house of God. From year to year - It must have been in a state of great dilapidation, when it required such annual…Read the comment

After failing to raise funds the first time, Joash called Jehoiada again in the twenty-third year of his reign (2 Kings 12:6). The priests might not have acted because they disagreed about who should fund and oversee the restoration. The king criticized Jehoiada for not acting and suggested a plan to make the offering more voluntary.Read the comment
