Context of 1 Corinthians 14:11
9In the same way, unless you use your tongue for intelligible speech, how will what is spoken be known? For you will be speaking into the air. 10There are doubtless many different kinds of languages in the world, none is without meaning. Therefore, if I do not know the meaning of the language, I will be a foreigner to the speaker, and the speaker will be a foreigner to me. 12So also you — since you are zealous for spiritual gifts, seek to excel in building up the church. 13Therefore the person who speaks in a tongue should pray that he can interpret.

- Adam Clarke Bible Commentary · v. 11If I know not the meaning of the voice - , The power and signification of the language. I shall be unto him that speaketh a barbarian - I shall appear to him, and he to me, as a person who had no distinct and articulate sounds which can convey any kind of meaning. This observation is very natural: when we hear persons speaking in a language of which we know nothing, we wonder how they can understand each other, as, in their speech, there appears to us no…Read the comment

That cannot answer the end of speaking, which has no meaning; in this case, speaker and hearers are barbarians to each other.
