Context of Revelation 21:1

Then I saw a new heaven and a new earth, for the first heaven and earth had passed away, and the sea was no more. 2I saw the holy city, the new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. 3And I heard a loud voice from the throne saying: “Behold, the dwelling place of God is with man, and He will dwell with them. They will be His people, and God Himself will be with them as their God.

• Adam Clarke Bible Commentary · v. 1A new heaven and a new earth - See the notes on 2 Peter 3:13; : The ancient Jews believed that God would renew the heavens and the earth at the end of seven thousand years. The general supposition they founded on Isaiah 65:17. There was no more sea - The sea no more appeared than did the first heaven and earth. All was made new; and probably the new sea occupied a different position and was differently distributed, from that of the old sea. However, with…Read the comment
• Barnes’ Notes on the Bible · v. 1And I saw a new heaven and a new earth - Such a heaven and earth that they might properly be called new; such transformations, and such changes in their appearance, that they seemed to be just created. He does not say that they were created now, or anew; that the old heavens and earth were annihilated; but all that he says is, that there were such changes that they seemed to be new. If the earth is to be renovated by fire, such a renovation will give an…Read the comment

• Jamieson–Fausset–Brown Commentary · v. 1-27The remaining two chapters describe the eternal and consummated kingdom of God and the saints on the new earth. As the world of nations is to be pervaded by divine influence in the millennium, so the world of nature shall be, not annihilated, but transfigured universally in the eternal state which follows it.
