Context of Obadiah 1:19
17But on Mount Zion there will be deliverance, and it will be holy, and the house of Jacob will reclaim their possession. 18Then the house of Jacob will be a blazing fire, and the house of Joseph a burning flame; but the house of Esau will be stubble— Jacob will set it ablaze and consume it. Therefore no survivor will remain from the house of Esau.” For the LORD has spoken. Those from the Negev will possess the mountains of Esau; those from the foothills will possess the land of the Philistines. They will occupy the fields of Ephraim and Samaria, and Benjamin will possess Gilead. 20And the exiles of this host of the Israelites will possess the land of the Canaanites as far as Zarephath; and the exiles from Jerusalem who are in Sepharad will possess the cities of the Negev. 21The deliverers will ascend Mount Zion to rule over the mountains of Esau. And the kingdom will belong to the LORD.

- Barnes’ Notes on the Bible · v. 19And they of the South shall possess the mount of Esau - The Church was now hemmed in within Judah and Benjamin. They too were to go into captivity. The prophet looks beyond the captivity and the return, and tells how that original promise to Jacob Genesis 28:14 should be fulfilled; “Thy seed shall be as the dust of the earth, and thou shalt break North to the West, and to the East, and to the North, and to the South; and in thee and in thy seed shall all…Read the comment
- Matthew Henry Concise Commentary · v. 17-21Verses 17-21 There should be deliverance and holiness at Jerusalem, and the house of Jacob would again occupy their possessions. Much of this prophecy was fulfilled when the Jews returned to their own land. Restored Israel would regain Ephraim and Samaria (territory lost from 722 to 721 BC to Assyria) and expand its borders to the lands promised during the conquest (the Philistine plains, the land of Gilead, the Phoenician coast).
