17But upon mount Zion shall be deliverance, and there shall be holiness; and the house of Jacob shall possess their possessions. 18And the house of Jacob shall be a fire, and the house of Joseph a flame, and the house of Esau for stubble, and they shall kindle in them, and devour them; and there shall not be any remaining of the house of Esau; for the LORD hath spoken it . And they of the south shall possess the mount of Esau; and they of the plain the Philistines: and they shall possess the fields of Ephraim, and the fields of Samaria: and Benjamin shall possess Gilead. 20And the captives of this host of the children of Israel shall possess that of the Canaanites, even to Zarephath; and the captives of Jerusalem, which is in Sepharad, shall possess the cities of the south. 21And deliverers shall come upon mount Zion to judge the mount of Esau; and the kingdom shall be the LORD’S.

- Barnes’ Notes on the Bible · v. 19And they of the South shall possess the mount of Esau - The Church was now hemmed in within Judah and Benjamin. They too were to go into captivity. The prophet looks beyond the captivity and the return, and tells how that original promise to Jacob Genesis 28:14 should be fulfilled; “Thy seed shall be as the dust of the earth, and thou shalt break North to the West, and to the East, and to the North, and to the South; and in thee and in thy seed shall all…Read the comment

Restored Israel would regain Ephraim and Samaria (territory lost from 722 to 721 BC to Assyria) and expand its borders to the lands promised during the conquest (the Philistine plains, the land of Gilead, the Phoenician coast).
