Context of Hebrews 9:14
12He went once for all into the Holy Place [the Holy of Holies of heaven, into the presence of God], and not through the blood of goats and calves, but through His own blood, having obtained and secured eternal redemption [that is, the salvation of all who personally believe in Him as Savior]. 13For if the sprinkling of [ceremonially] defiled persons with the blood of goats and bulls and the ashes of a [burnt] heifer is sufficient for the cleansing of the body, how much more will the blood of Christ, who through the eternal [Holy] Spirit willingly offered Himself unblemished [that is, without moral or spiritual imperfection as a sacrifice] to God, cleanse your conscience from dead works and lifeless observances to serve the ever living God? 15For this reason He is the Mediator and Negotiator of a new covenant [that is, an entirely new agreement uniting God and man], so that those who have been called [by God] may receive [the fulfillment of] the promised eternal inheritance, since a death has taken place [as the payment] which redeems them from the sins committed under the obsolete first covenant. 16For where there is a will and testament involved, the death of the one who made it must be established,

- Adam Clarke Bible Commentary · v. 14Who through the eternal Spirit - This expression is understood two ways: Of the Holy Ghost himself. As Christ's miraculous conception was by the Holy Spirit, and he wrought all his miracles by the Spirit of God, so his death or final offering was made through or by the eternal Spirit; and by that Spirit he was raised from the dead, 1 Peter 3:18. Indeed, through the whole of his life be was justified by the Spirit; and we find that in this great work of…Read the comment
- Barnes’ Notes on the Bible · v. 14How much more shall the blood of Christ - As being infinitely more precious than the blood of an animal could possibly be. If the blood of an animal had any efficacy at all, even in removing ceremonial pollutions, how much more is it reasonable to suppose may be effected by the blood of the Son of God! Our High Priest entered into heaven once for all, and has obtained eternal redemption. The Holy Ghost further signified and showed that the Old Testament sacrifices only freed the outward man from ceremonial uncleanness, and fitted him for some outward privileges. What gave such power to the blood of Christ? It was…Read the comment
- Tyndale Open Study Notes · v. 14how much more: This is an argument from lesser to greater, a traditional Jewish way of reasoning. The idea is that if something is true in a smaller case, it is even more true in a bigger case (see also Hebrews 2:1–4; 12:25–29). If animal blood had some effect in cleansing, then Christ's blood will be much more effective. purify our consciences: Christ’s sacrifice, unlike the old covenant sacrifices, removes the guilt that keeps us from God by thoroughly…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1414. offered himself--The voluntary nature of the offering gives it especial efficacy.
