Context of Hebrews 12:28
26His voice shook the earth [at Mount Sinai] then, but now He has given a promise, saying, “Yet once more I will shake not only the earth, but also the [starry] heaven.” 27Now this [expression], “Yet once more,” indicates the removal and final transformation of all those things which can be shaken—that is, of that which has been created—so that those things which cannot be shaken may remain. Therefore, since we receive a kingdom which cannot be shaken, let us show gratitude, and offer to God pleasing service and acceptable worship with reverence and awe; 29for our God is [indeed] a consuming fire.

- Adam Clarke Bible Commentary · v. 28We receiving a kingdom - The Gospel dispensation, frequently termed the kingdom of God and the kingdom of heaven, because in it God reigns among men, and he reigns in the hearts of them that believe, and his kingdom is righteousness, peace, and joy in the Holy Ghost. Which cannot be moved - Which never can fail, because it is the last dispensation. - Barnes’ Notes on the Bible · v. 28Wherefore we receiving a kingdom which cannot be moved - We who are Christians. We pertain to a kingdom that is permanent and unchanging. The meaning is, that the kingdom of the Redeemer is never to pass away.
