Context of Numbers 20:12
10Moses and Aaron gathered the assembly in front of the rock. He said, “Listen now, you rebels! Must we bring you water from this rock?” 11Then Moses raised his arm and struck the rock twice with the staff. Water gushed out and the community and its livestock drank. But Adonai said to Moses and Aaron, “Because you did not trust in Me so as to esteem Me as holy in the eyes of Bnei-Yisrael, therefore you will not bring this assembly into the land that I have given to them.” 13These are the waters of Meribah where Bnei-Yisrael contended with Moses, and where Adonai showed Himself holy among them. 14Moses sent messengers from Kadesh to the king of Edom. “Thus says your brother, Israel: ‘You know all the hardship that came on us.

Commentaries on Numbers 20:12
- Adam Clarke Bible Commentary · v. 12Because ye believed me not - What was the offense for which Moses was excluded from the promised land? It appears to have consisted in some or all of the following particulars: God had commanded him ( Numbers 20:8;) to take the rod in his hand, and go and Speak To The Rock, and it should give forth water. It seems Moses did not think speaking would be sufficient, therefore he smote the rock without any command so to do. He did this twice, which certainly…Read the comment
- Tyndale Open Study Notes · v. 10-12Instead of obeying God's instructions with respect, Moses criticized the people (Must we bring you water out of this rock?). Moses did not trust God enough to show God’s holiness to the people. God had told Moses exactly what to do. By acting differently, Moses showed a…Read the comment

It was then either partially dried up by the heat of the season, or had been exhausted by the demands of so vast a multitude.Read the comment
