Context of Numbers 20:12
10He and Aaron gathered the assembly together in front of the rock and Moses said to them, “Listen, you rebels, must we bring you water out of this rock?” 11Then Moses raised his arm and struck the rock twice with his staff. Water gushed out, and the community and their livestock drank. But the Lord said to Moses and Aaron, “Because you did not trust in me enough to honor me as holy in the sight of the Israelites, you will not bring this community into the land I give them.” 13These were the waters of Meribah, where the Israelites quarreled with the Lord and where he was proved holy among them. 14Moses sent messengers from Kadesh to the king of Edom, saying: “This is what your brother Israel says: You know about all the hardships that have come on us.

Commentaries on Numbers 20:12
- Adam Clarke Bible Commentary · v. 12Because ye believed me not - What was the offense for which Moses was excluded from the promised land? It appears to have consisted in some or all of the following particulars: God had commanded him ( Numbers 20:8;) to take the rod in his hand, and go and Speak To The Rock, and it should give forth water. It seems Moses did not think speaking would be sufficient, therefore he smote the rock without any command so to do. He did this twice, which certainly…Read the comment
- Tyndale Open Study Notes · v. 10-12Instead of obeying God's instructions with respect, Moses criticized the people (Must we bring you water out of this rock?). Moses did not trust God enough to show God’s holiness to the people. God had told Moses exactly what to do. By acting differently, Moses showed a…Read the comment

It was then either partially dried up by the heat of the season, or had been exhausted by the demands of so vast a multitude.Read the comment
