Context of Leviticus 22:19
17Adonai spoke to Moses saying: 18“Speak to Aaron and to his sons, and to all Bnei-Yisrael, and say to them: Whoever is from the house of Israel, or one of the outsiders in Israel who brings his offering, whether it be any of their vows or any of their freewill offerings that they present to Adonai for a burnt offering— for you to be accepted—you are to offer a male without blemish, from the bulls, the sheep or the goats. 20But whatever has a blemish you are not to present, for it will not be acceptable on your behalf. 21Whoever brings a sacrifice of fellowship offerings to Adonai to fulfill a vow or for a freewill offering, either from the herd or the flock, it must be unblemished to be accepted—there must be no defect on it.

- Barnes’ Notes on the Bible · v. 19Ye shall offer at your own will a male - Rather, That it may be accepted (so Leviticus 22:29) for you it shall be a male. See Leviticus 1:3. It is the same phrase as in Leviticus 22:20-21, Leviticus 22:27.Read the comment
- Tyndale Open Study Notes · v. 1-33This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-3319. Ye shall offer at your own will--rather, to your being accepted. a male without blemish--This law (Le 1:3) is founded on a sense of natural propriety, which required the greatest care to be taken in the selection of animals for sacrifice. The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
