Context of Leviticus 22:19
17The Lord said to Moses, 18“Speak to Aaron and his sons and to all the Israelites and say to them: ‘If any of you—whether an Israelite or a foreigner residing in Israel—presents a gift for a burnt offering to the Lord, either to fulfill a vow or as a freewill offering, you must present a male without defect from the cattle, sheep or goats in order that it may be accepted on your behalf. 20Do not bring anything with a defect, because it will not be accepted on your behalf. 21When anyone brings from the herd or flock a fellowship offering to the Lord to fulfill a special vow or as a freewill offering, it must be without defect or blemish to be acceptable.

- Barnes’ Notes on the Bible · v. 19Ye shall offer at your own will a male - Rather, That it may be accepted (so Leviticus 22:29) for you it shall be a male. See Leviticus 1:3. It is the same phrase as in Leviticus 22:20-21, Leviticus 22:27.Read the comment
- Tyndale Open Study Notes · v. 1-33This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment

The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
