Context of Leviticus 22:21
19for you to be accepted—you are to offer a male without blemish, from the bulls, the sheep or the goats. 20But whatever has a blemish you are not to present, for it will not be acceptable on your behalf. Whoever brings a sacrifice of fellowship offerings to Adonai to fulfill a vow or for a freewill offering, either from the herd or the flock, it must be unblemished to be accepted—there must be no defect on it. 22The blind, injured, maimed, having an abnormal growth or festering or a running sore are not to be offered to Adonai, or given as an offering by fire on the altar to Adonai. 23For a freewill offering you may present a bull or a lamb that has any deformity or lacking in its parts, but for a vow it will not be accepted.

- Tyndale Open Study Notes · v. 21A peace offering could be given in different ways: as a thanksgiving offering, an offering to fulfill a vow, or as a voluntary offering (see Leviticus 3:1–17).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-3319. Ye shall offer at your own will--rather, to your being accepted. a male without blemish--This law (Le 1:3) is founded on a sense of natural propriety, which required the greatest care to be taken in the selection of animals for sacrifice. The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
