Context of Deuteronomy 2:23
21a great and numerous people, as tall as the Anakim. But Adonai destroyed them from before them, and the Ammonites dispossessed them and settled in their place. 22It was just as Adonai did for the sons of Esau, who dwell in Seir, when He destroyed the Horites before them. They drove them out and settled in their place even to this day. As for the Avvim who lived in villages as far as Gaza, the Caphtorim who came from Crete destroyed them and settled in their place.) 24“‘Rise up, journey on, and cross over the Wadi Arnon. See, I have handed over Sihon the Amorite, king of Heshbon, and his land—begin to possess it! Engage him in battle! 25This very day I will begin to put the dread and fear of you upon the peoples everywhere under heaven. When they hear the report about you, they will tremble and twist in anguish because of you.’

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment
- Tyndale Open Study Notes · v. 23The Caphtorites were descendants of Noah's son Ham and originally came from Crete. This is a large island south of the Greek peninsula. Scholars usually identify the Caphtorites with the Philistines (see Genesis 10:6–14; 1 Chronicles 1:8–12). The Philistines arrived in Canaan through two separate movements. One movement happened during the time of the Hebrew patriarchs (see study note on Genesis 21:32). The other movement began around 1200 BC (see study…Read the comment

The territory of this people had been directly north from that of Moab. It extended as far as the Jabbok, having been taken by them from a number of small Canaanitish tribes, namely, the Zamzummins, a…Read the comment
