Context of Deuteronomy 2:23
21They were a people great and many, as tall as the Anakites. But the LORD destroyed them from before the Ammonites, who drove them out and settled in their place, 22just as He had done for the descendants of Esau who lived in Seir, when He destroyed the Horites from before them. They drove them out and have lived in their place to this day. And the Avvim, who lived in villages as far as Gaza, were destroyed by the Caphtorites, who came out of Caphtor and settled in their place.) 24“Arise, set out, and cross the Arnon Valley. See, I have delivered into your hand Sihon the Amorite, king of Heshbon, and his land. Begin to take possession of it and engage him in battle. 25This very day I will begin to put the dread and fear of you upon all the nations under heaven. They will hear the reports of you and tremble in anguish because of you.”

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment
- Tyndale Open Study Notes · v. 23The Caphtorites were descendants of Noah's son Ham and originally came from Crete. This is a large island south of the Greek peninsula. Scholars usually identify the Caphtorites with the Philistines (see Genesis 10:6–14; 1 Chronicles 1:8–12). The Philistines arrived in Canaan through two separate movements. One movement happened during the time of the Hebrew patriarchs (see study note on Genesis 21:32). The other movement began around 1200 BC (see study…Read the comment
