Context of Deuteronomy 2:23
21They are a people as powerful, numerous, and tall as the Anakites. But the Lord destroyed the Rephaites in advance of the Ammonites, so they dispossessed them and settled down in their place. 22This is exactly what he did for the descendants of Esau who lived in Seir when he destroyed the Horites before them so that they could dispossess them and settle in their area to this very day. As for the Avvites who lived in settlements as far west as Gaza, Caphtorites who came from Crete destroyed them and settled down in their place.) 24Get up, make your way across Wadi Arnon. Look! I have already delivered over to you Sihon the Amorite, king of Heshbon, and his land. Go ahead! Take it! Engage him in war! 25This very day I will begin to fill all the people of the earth with dread and to terrify them when they hear about you. They will shiver and shake in anticipation of your approach.”

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment
- Tyndale Open Study Notes · v. 23The Caphtorites were descendants of Noah's son Ham and originally came from Crete. This is a large island south of the Greek peninsula. Scholars usually identify the Caphtorites with the Philistines (see Genesis 10:6–14; 1 Chronicles 1:8–12). The Philistines arrived in Canaan through two separate movements. One movement happened during the time of the Hebrew patriarchs (see study note on Genesis 21:32). The other movement began around 1200 BC (see study…Read the comment
