Context of Deuteronomy 2:23
21a people great and many, and tall as the Anakim; but the Lord destroyed them before the Ammonites, and they dispossessed them and settled in their place, 22as he did for the people of Esau, who live in Seir, when he destroyed the Horites before them and they dispossessed them and settled in their place even to this day. As for the Avvim, who lived in villages as far as Gaza, the Caphtorim, who came from Caphtor, destroyed them and settled in their place.) 24'Rise up, set out on your journey and go over the Valley of the Arnon. Behold, I have given into your hand Sihon the Amorite, king of Heshbon, and his land. Begin to take possession, and contend with him in battle. 25This day I will begin to put the dread and fear of you on the peoples who are under the whole heaven, who shall hear the report of you and shall tremble and be in anguish because of you.'

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment

Scholars usually identify the Caphtorites with the Philistines (see Genesis 10:6–14; 1 Chronicles 1:8–12). The Philistines arrived in Canaan through two separate movements. One movement happened during the time of the Hebrew patriarchs (see study note on Genesis 21:32). The other movement began around 1200 BC (see study…Read the comment
