Context of Deuteronomy 2:23
21They were also as strong and numerous and tall as the Anakites. But the Lord destroyed them so the Ammonites could occupy their land. 22He had done the same for the descendants of Esau who lived in Seir, for he destroyed the Horites so they could settle there in their place. The descendants of Esau live there to this day. A similar thing happened when the Caphtorites from Crete invaded and destroyed the Avvites, who had lived in villages in the area of Gaza.) 24Moses continued, “Then the Lord said, ‘Now get moving! Cross the Arnon Gorge. Look, I will hand over to you Sihon the Amorite, king of Heshbon, and I will give you his land. Attack him and begin to occupy the land. 25Beginning today I will make people throughout the earth terrified because of you. When they hear reports about you, they will tremble with dread and fear.’”

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment
- Tyndale Open Study Notes · v. 23The Caphtorites were descendants of Noah's son Ham and originally came from Crete. This is a large island south of the Greek peninsula. Scholars usually identify the Caphtorites with the Philistines (see Genesis 10:6–14; 1 Chronicles 1:8–12). The Philistines arrived in Canaan through two separate movements. One movement happened during the time of the Hebrew patriarchs (see study note on Genesis 21:32). The other movement began around 1200 BC (see study…Read the comment
