Context of Deuteronomy 2:21
19When you come opposite the sons of Ammon, do not harass or provoke them—for I will not give you any of the land of the sons of Ammon for a possession, because I have given it to the sons of Lot for a possession. 20(That also is considered a land of Rephaim. Rephaim used to live there, but the Ammonites call them Zamzummim— a great and numerous people, as tall as the Anakim. But Adonai destroyed them from before them, and the Ammonites dispossessed them and settled in their place. 22It was just as Adonai did for the sons of Esau, who dwell in Seir, when He destroyed the Horites before them. They drove them out and settled in their place even to this day. 23As for the Avvim who lived in villages as far as Gaza, the Caphtorim who came from Crete destroyed them and settled in their place.)

- Matthew Henry Concise Commentary · v. 8-23Verses 8-23 We have the origin of the Moabites, Edomites, and Ammonites. Moses also gives an instance older than any of these; the Caphtorims drove the Avims out of their country. These revolutions show what uncertain things wordly possessions are. It was so of old, and ever will be so. Families decline, and from them estates are transferred to families that increase; so little continuance is there in these things. This is recorded to encourage the…Read the comment
- Tyndale Open Study Notes · v. 20-21The Zamzummites are probably the same as the Zuzites (Genesis 14:5). God removed them from the land earlier so the Ammonites could live there. The territory of this people had been directly north from that of Moab. It extended as far as the Jabbok, having been taken by them from a number of small Canaanitish tribes, namely, the Zamzummins, a…Read the comment
