Context of Romans 13:2
1Let every soul be subject unto the higher powers. For there is no authority but of God: the powers that be are ordained of God. Whosoever therefore resisteth the authority, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. 3For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 4For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

- Barnes’ Notes on the Bible · v. 2Whosoever therefore resisteth - That is, they who rise up against “government itself;” who seek anarchy and confusion; and who oppose the regular execution of the laws. It is implied, however, that those laws shall not be such as to violate the rights of conscience, or oppose the laws of God. Resisteth the ordinance of God - What God has ordained, or appointed. - Tyndale Open Study Notes · v. 1-2The main command in 13:1–7 is to submit to governing authorities. In God’s ordering of the world, people are accountable to those who hold positions of authority. This submission usually takes the form of obedience. However, God stands above all governments. For this reason, submission to governing authorities is always shaped by our ultimate obedience to God (see Acts 4:19–20). Some Christians in Rome may have been resisting the government. They may have…Read the comment
