Context of Psalms 92:9
7When the wicked spring as the grass, and when all the workers of iniquity do flourish; it is that they shall be destroyed for ever: 8But thou, Yhwh, art most high for evermore. For, lo, thine enemies, O Yhwh, for, lo, thine enemies shall perish; all the workers of iniquity shall be scattered. 10But my horn shalt thou exalt like the horn of an unicorn: I shall be anointed with fresh oil. 11Mine eye also shall see my desire on mine enemies, and mine ears shall hear my desire of the wicked that rise up against me.

- Barnes’ Notes on the Bible · v. 9For, lo, thine enemies, O Lord, for, lo, thine enemies shall perish - The repetition of the word “lo” here - “behold!” - is emphatic. The attention of the psalmist was fixed on this as an event which would be sure to occur. It was certain that God would be exalted; it followed from this, that all his enemies would be subdued in order that he might be thus exalted. All the workers of iniquity shall be scattered - More literally, “shall scatter or disperse…Read the comment
- Matthew Henry Concise Commentary · v. 7-15Verses 7-15 God sometimes grants prosperity to wicked men in displeasure; yet they flourish but for a moment. Let us seek for ourselves the salvation and grace of the gospel, that being daily anointed by the Holy Spirit, we may behold and share the Redeemer's glory. It is from his grace, by his word and Spirit, that believers receive all the virtue that keeps them alive, and makes them fruitful.
