Context of Romans 9:31
29And Isaiah said the same thing in another place: “If the Lord of Heaven’s Armies had not spared a few of our children, we would have been wiped out like Sodom, destroyed like Gomorrah.” 30What does all this mean? Even though the Gentiles were not trying to follow God’s standards, they were made right with God. And it was by faith that this took place. But the people of Israel, who tried so hard to get right with God by keeping the law, never succeeded. 32Why not? Because they were trying to get right with God by keeping the law instead of by trusting in him. They stumbled over the great rock in their path. 33God warned them of this in the Scriptures when he said, “I am placing a stone in Jerusalem that makes people stumble, a rock that makes them fall. But anyone who trusts in him will never be disgraced.”

- Matthew Henry Concise Commentary · v. 30-33Verses 30-33 The Gentiles knew not their guilt and misery, therefore were not careful to procure a remedy. Yet they attained to righteousness by faith. Not by becoming proselytes to the Jewish religion, and submitting to the ceremonial law; but by embracing Christ, and believing in him, and submitting to the gospel. The Jews talked much of justification and holiness, and seemed very ambitious to be the favourites of God. They sought, but not in the right…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 30-3130-31. What shall we say then?--"What now is the result of the whole?" The result is this--very different from what one would have expected. That the Gentiles, which followed not after righteousness, have attained--"attained" to righteousness, even the righteousness of faith--As we have seen that "the righteousness of faith" is the righteousness which justifies (see on Ro 3:22, &c.), this verse must mean that "the Gentiles, who while strangers to Christ…Read the comment
- Calvin’s Commentaries · v. 3131. But Israel, by pursuing, etc. Paul openly states what seemed incredible, — that it was no wonder that the Jews gained nothing by sedulously following after righteousness; for by running out of the way, they wearied themselves in vain. But in the first place it seems to me that the law of righteousness is here an instance of transposition, and means the righteousness of the law; (There seems to be no necessity for this transposition. “A law (not the…Read the comment
