Context of Hosea 13:11
9“You are about to be destroyed, O Israel— yes, by me, your only helper. 10Now where is your king? Let him save you! Where are all the leaders of the land, the king and the officials you demanded of me? In my anger I gave you kings, and in my fury I took them away. 12“Ephraim’s guilt has been collected, and his sin has been stored up for punishment. 13Pain has come to the people like the pain of childbirth, but they are like a child who resists being born. The moment of birth has arrived, but they stay in the womb!

- Adam Clarke Bible Commentary · v. 11I gave thee a king in mine anger - Such was Saul; for they highly offended God when they clamoured to have a king like the heathen nations that were around them. Took him away in my wrath - Permitted him and the Israelites to fall before the Philistines. Others think that Shalmaneser was the king thus given, and Hoshea the king thus taken away.Read the comment

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 Israel had destroyed himself by his rebellion; but he could not save himself, his help was from the Lord only. This may well be applied to the case of spiritual redemption, from that lost state into which all have fallen by wilful sins. God often gives in displeasure what we sinfully desire. It is the happiness of the saints, that, whether God gives or takes away, all is in love. But it is the misery of the wicked, that, whether God gives or…Read the comment
