Context of Hosea 13:11
9He destroys you, O Israel, for you are against me, against your helper. 10Where now is your king, to save you in all your cities? Where are all your rulers— those of whom you said, "Give me a king and princes"? I gave you a king in my anger, and I took him away in my wrath. 12The iniquity of Ephraim is bound up; his sin is kept in store. 13The pangs of childbirth come for him, but he is an unwise son, for at the right time he does not present himself at the opening of the womb.

- Adam Clarke Bible Commentary · v. 11I gave thee a king in mine anger - Such was Saul; for they highly offended God when they clamoured to have a king like the heathen nations that were around them. Took him away in my wrath - Permitted him and the Israelites to fall before the Philistines. Others think that Shalmaneser was the king thus given, and Hoshea the king thus taken away.Read the comment

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 Israel had destroyed himself by his rebellion; but he could not save himself, his help was from the Lord only. This may well be applied to the case of spiritual redemption, from that lost state into which all have fallen by wilful sins. God often gives in displeasure what we sinfully desire. It is the happiness of the saints, that, whether God gives or takes away, all is in love. But it is the misery of the wicked, that, whether God gives or…Read the comment
