Context of Hosea 13:12
10Now where is your king? Let him save you! Where are all the leaders of the land, the king and the officials you demanded of me? 11In my anger I gave you kings, and in my fury I took them away. “Ephraim’s guilt has been collected, and his sin has been stored up for punishment. 13Pain has come to the people like the pain of childbirth, but they are like a child who resists being born. The moment of birth has arrived, but they stay in the womb! 14“Should I ransom them from the grave? Should I redeem them from death? O death, bring on your terrors! O grave, bring on your plagues! For I will not take pity on them.

- Adam Clarke Bible Commentary · v. 12The iniquity of Ephraim is bound up - It is registered in my court of justice; the death warrant is in store, and will be produced in due time. Though there be not at present the judgment inflicted which such glaring transgressions demand, yet it will surely come. Such crimes cannot go unpunished.Read the comment
- Barnes’ Notes on the Bible · v. 12The iniquity of Ephraim is bound up - (As in a bag or purse, and so, “treasured up”), as Job saith, using the same word, “My transgression is sealed up in a bag, and Thou sewest up mine iniquity.” Job 14:17. “His sin” is “hid” i. e., as people lay up hidden treasure, to be brought out in its season. What Job feared for himself; was to be the portion of Ephraim. All his sins should be counted, laid by, heaped up. No one of them should escape His eye who…Read the comment
- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 Israel had destroyed himself by his rebellion; but he could not save himself, his help was from the Lord only. This may well be applied to the case of spiritual redemption, from that lost state into which all have fallen by wilful sins. God often gives in displeasure what we sinfully desire. It is the happiness of the saints, that, whether God gives or takes away, all is in love. But it is the misery of the wicked, that, whether God gives or…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1212. bound up ... hid--Treasures, meant to be kept, are bound up and hidden; that is, do not flatter yourselves, because of the delay, that I have forgotten your sin. Nay (Ho 9:9), Ephraim's iniquity is kept as it were safely sealed up, until the due time comes for bringing it forth for punishment (De 32:34; Job 14:17; 21:19; compare Ro 2:5).
