Context of Hosea 13:11
9You are destroyed, O Israel, because you are against Me— against your helper. 10Where is your king now to save you in all your cities, and the rulers to whom you said, “Give me a king and princes”? So in My anger I gave you a king, and in My wrath I took him away. 12The iniquity of Ephraim is bound up; his sin is stored up. 13Labor pains come upon him, but he is an unwise son. When the time arrives, he fails to present himself at the opening of the womb.

- Adam Clarke Bible Commentary · v. 11I gave thee a king in mine anger - Such was Saul; for they highly offended God when they clamoured to have a king like the heathen nations that were around them. Took him away in my wrath - Permitted him and the Israelites to fall before the Philistines. Others think that Shalmaneser was the king thus given, and Hoshea the king thus taken away.Read the comment

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 Israel had destroyed himself by his rebellion; but he could not save himself, his help was from the Lord only. This may well be applied to the case of spiritual redemption, from that lost state into which all have fallen by wilful sins. God often gives in displeasure what we sinfully desire. It is the happiness of the saints, that, whether God gives or takes away, all is in love. But it is the misery of the wicked, that, whether God gives or…Read the comment

Pekah was taken away through Hoshea, as he himself took away Pekahiah; and as Hoshea was soon to be taken away by the Assyrian king.Read the comment
