Context of Hosea 13:11
9I will destroy you, Israel; you have no help but me. 10Where now is your king, that he may save you in all your cities, and the rulers you demanded, saying, “Give me a king and leaders”? I give you a king in my anger and take away a king in my wrath. 12Ephraim’s guilt is preserved; his sin is stored up. 13Labor pains come on him. He is not a wise son; when the time comes, he will not be born.

Took him away in my wrath - Permitted him and the Israelites to fall before the Philistines. Others think that Shalmaneser was the king thus given, and Hoshea the king thus taken away.Read the comment

- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 Israel had destroyed himself by his rebellion; but he could not save himself, his help was from the Lord only. This may well be applied to the case of spiritual redemption, from that lost state into which all have fallen by wilful sins. God often gives in displeasure what we sinfully desire. It is the happiness of the saints, that, whether God gives or takes away, all is in love. But it is the misery of the wicked, that, whether God gives or…Read the comment

Pekah was taken away through Hoshea, as he himself took away Pekahiah; and as Hoshea was soon to be taken away by the Assyrian king.Read the comment
