Context of 2 Chronicles 15:11
9Then Asa called together all the people of Judah and Benjamin, along with the people of Ephraim, Manasseh, and Simeon who had settled among them. For many from Israel had moved to Judah during Asa’s reign when they saw that the Lord his God was with him. 10The people gathered at Jerusalem in late spring, during the fifteenth year of Asa’s reign. On that day they sacrificed to the Lord 700 cattle and 7,000 sheep and goats from the plunder they had taken in the battle. 12Then they entered into a covenant to seek the Lord, the God of their ancestors, with all their heart and soul. 13They agreed that anyone who refused to seek the Lord, the God of Israel, would be put to death—whether young or old, man or woman.

- Barnes’ Notes on the Bible · v. 11The prevalence of the number “seven” in the religious system of the Jews has been noticed often. Seven bullocks and seven rams were a common offering Numbers 29:32; 1 Chronicles 15:26; 2 Chronicles 29:21; Job 42:8; Ezekiel 14:23. At the larger sacrifices, however, it is seldom that we find the number seven at all prominent (compare 2 Chronicles 30:24; 2 Chronicles 35:7-9; 1 Kings 8:63).Read the comment
