Context of 2 Chronicles 15:11
9He gathered all Judah and Benjamin and the strangers who were with them out of Ephraim, Manasseh, and Simeon, for they came over to Asa from Israel in large numbers when they saw that the Lord his God was with him. 10So they assembled at Jerusalem in the third month of the fifteenth year of Asa’s reign. They sacrificed to the Lord on that day from the spoil they had brought—700 oxen and 7,000 sheep. 12They entered into a covenant (solemn agreement) to seek the Lord God of their fathers with all their heart and soul; 13and that whoever would not seek the Lord God of Israel, was to be put to death, whether young or old, man or woman.

- Barnes’ Notes on the Bible · v. 11The prevalence of the number “seven” in the religious system of the Jews has been noticed often. Seven bullocks and seven rams were a common offering Numbers 29:32; 1 Chronicles 15:26; 2 Chronicles 29:21; Job 42:8; Ezekiel 14:23. At the larger sacrifices, however, it is seldom that we find the number seven at all prominent (compare 2 Chronicles 30:24; 2 Chronicles 35:7-9; 1 Kings 8:63).Read the comment
