Context of 2 Chronicles 15:11
9And he gathered all Judah and Benjamin, and those from Ephraim, Manasseh, and Simeon who were residing with them, for great numbers had deserted to him from Israel when they saw that the Lord his God was with him. 10They were gathered at Jerusalem in the third month of the fifteenth year of the reign of Asa. They sacrificed to the Lord on that day from the spoil that they had brought 700 oxen and 7,000 sheep. 12And they entered into a covenant to seek the Lord, the God of their fathers, with all their heart and with all their soul, 13but that whoever would not seek the Lord, the God of Israel, should be put to death, whether young or old, man or woman.

- Barnes’ Notes on the Bible · v. 11The prevalence of the number “seven” in the religious system of the Jews has been noticed often. Seven bullocks and seven rams were a common offering Numbers 29:32; 1 Chronicles 15:26; 2 Chronicles 29:21; Job 42:8; Ezekiel 14:23. At the larger sacrifices, however, it is seldom that we find the number seven at all prominent (compare 2 Chronicles 30:24; 2 Chronicles 35:7-9; 1 Kings 8:63).Read the comment
