Context of 2 Chronicles 15:11
9Then he gathered all Judah and Benjamin, and those who dwelt with them from Ephraim, Manasseh, and Simeon, for they came over to him in great numbers from Israel when they saw that the Lord his God was with him. 10So they gathered together at Jerusalem in the third month, in the fifteenth year of the reign of Asa. And they offered to the Lord at that time seven hundred bulls and seven thousand sheep from the spoil they had brought. 12Then they entered into a covenant to seek the Lord God of their fathers with all their heart and with all their soul; 13and whoever would not seek the Lord God of Israel was to be put to death, whether small or great, whether man or woman.

- Barnes’ Notes on the Bible · v. 11The prevalence of the number “seven” in the religious system of the Jews has been noticed often. Seven bullocks and seven rams were a common offering Numbers 29:32; 1 Chronicles 15:26; 2 Chronicles 29:21; Job 42:8; Ezekiel 14:23. At the larger sacrifices, however, it is seldom that we find the number seven at all prominent (compare 2 Chronicles 30:24; 2 Chronicles 35:7-9; 1 Kings 8:63).Read the comment
