Context of 2 Chronicles 15:11
9And he assembled all Judah and Benjamin, and the strangers with them out of Ephraim and Manasseh, and out of Simeon; for they fell away to him out of Israel in abundance, when they saw that Jehovah his God was with him. 10And they assembled themselves at Jerusalem in the third month of the fifteenth year of the reign of Asa. And they sacrificed to Jehovah in that day, of the spoil that they had brought, seven hundred oxen and seven thousand sheep. 12And they entered into a covenant to seek Jehovah the God of their fathers, with all their heart, and with all their soul, 13and that whoever would not seek Jehovah the God of Israel should be put to death, whether small or great, whether man or woman.

- Barnes’ Notes on the Bible · v. 11The prevalence of the number “seven” in the religious system of the Jews has been noticed often. Seven bullocks and seven rams were a common offering Numbers 29:32; 1 Chronicles 15:26; 2 Chronicles 29:21; Job 42:8; Ezekiel 14:23. At the larger sacrifices, however, it is seldom that we find the number seven at all prominent (compare 2 Chronicles 30:24; 2 Chronicles 35:7-9; 1 Kings 8:63).Read the comment
