Context of Deuteronomy 22:25
23“If a young woman who is a virgin is betrothed to a husband, and a man finds her in the city and lies with her, 24then you shall bring them both out to the gate of that city, and you shall stone them to death with stones, the young woman because she did not cry out in the city, and the man because he humbled his neighbor’s wife; so you shall put away the evil from among you. “But if a man finds a betrothed young woman in the countryside, and the man forces her and lies with her, then only the man who lay with her shall die. 26But you shall do nothing to the young woman; there is in the young woman no sin deserving of death, for just as when a man rises against his neighbor and kills him, even so is this matter. 27For he found her in the countryside, and the betrothed young woman cried out, but there was no one to save her.

- Adam Clarke Bible Commentary · v. 25And the man force her - A rape also, by these ancient institutions, was punished with death, because a woman's honor was considered equally as precious as her life; therefore the same punishment was inflicted on the ravisher as upon the murderer. This offense is considered in the same point of view in the British laws, and by them also it is punished with death.Read the comment
- Matthew Henry Concise Commentary · v. 13-30Verses 13-30 These and the like regulations might be needful then, and yet it is not necessary that we should curiously examine respecting them. - Jamieson–Fausset–Brown Commentary · v. 13-3013-30. If a man take a wife, &c.--The regulations that follow might be imperatively needful in the then situation of the Israelites; and yet, it is not necessary that we should curiously and impertinently inquire into them. So far was it from being unworthy of God to leave such things upon record, that the enactments must heighten our admiration of His wisdom and goodness in the management of a people so perverse and so given to irregular passions.
