Context of Deuteronomy 22:25
23“Suppose a man meets a young woman, a virgin who is engaged to be married, and he has sexual intercourse with her. If this happens within a town, 24you must take both of them to the gates of that town and stone them to death. The woman is guilty because she did not scream for help. The man must die because he violated another man’s wife. In this way, you will purge this evil from among you. “But if the man meets the engaged woman out in the country, and he rapes her, then only the man must die. 26Do nothing to the young woman; she has committed no crime worthy of death. She is as innocent as a murder victim. 27Since the man raped her out in the country, it must be assumed that she screamed, but there was no one to rescue her.

- Adam Clarke Bible Commentary · v. 25And the man force her - A rape also, by these ancient institutions, was punished with death, because a woman's honor was considered equally as precious as her life; therefore the same punishment was inflicted on the ravisher as upon the murderer. This offense is considered in the same point of view in the British laws, and by them also it is punished with death.Read the comment
- Matthew Henry Concise Commentary · v. 13-30Verses 13-30 These and the like regulations might be needful then, and yet it is not necessary that we should curiously examine respecting them. The laws relate to the seventh commandment, laying a restraint upon fleshly lusts which war against the soul.Read the comment

If a man take a wife, &c.--The regulations that follow might be imperatively needful in the then situation of the Israelites; and yet, it is not necessary that we should curiously and impertinently inquire into them. So far was it from being unworthy of God to leave such things upon record, that the enactments must heighten our admiration of His wisdom and goodness in the management of a people so perverse and so given to irregular passions.
