Context of Deuteronomy 22:25
23If a man happens to meet in a town a virgin pledged to be married and he sleeps with her, 24you shall take both of them to the gate of that town and stone them to death—the young woman because she was in a town and did not scream for help, and the man because he violated another man’s wife. You must purge the evil from among you. But if out in the country a man happens to meet a young woman pledged to be married and rapes her, only the man who has done this shall die. 26Do nothing to the woman; she has committed no sin deserving death. This case is like that of someone who attacks and murders a neighbor, 27for the man found the young woman out in the country, and though the betrothed woman screamed, there was no one to rescue her.

- Adam Clarke Bible Commentary · v. 25And the man force her - A rape also, by these ancient institutions, was punished with death, because a woman's honor was considered equally as precious as her life; therefore the same punishment was inflicted on the ravisher as upon the murderer. This offense is considered in the same point of view in the British laws, and by them also it is punished with death.Read the comment
- Matthew Henry Concise Commentary · v. 13-30Verses 13-30 These and the like regulations might be needful then, and yet it is not necessary that we should curiously examine respecting them. The laws relate to the seventh commandment, laying a restraint upon fleshly lusts which war against the soul.Read the comment

If a man take a wife, &c.--The regulations that follow might be imperatively needful in the then situation of the Israelites; and yet, it is not necessary that we should curiously and impertinently inquire into them. So far was it from being unworthy of God to leave such things upon record, that the enactments must heighten our admiration of His wisdom and goodness in the management of a people so perverse and so given to irregular passions.
