Context of Mark 2:15
13Once again Jesus went out beside the lake. A large crowd came to him, and he began to teach them. 14As he walked along, he saw Levi son of Alphaeus sitting at the tax collector’s booth. “Follow me,” Jesus told him, and Levi got up and followed him. While Jesus was having dinner at Levi’s house, many tax collectors and sinners were eating with him and his disciples, for there were many who followed him. 16When the teachers of the law who were Pharisees saw him eating with the sinners and tax collectors, they asked his disciples: “Why does he eat with tax collectors and sinners?” 17On hearing this, Jesus said to them, “It is not the healthy who need a doctor, but the sick. I have not come to call the righteous, but sinners.”

Sinners - Sinners of abandoned character - of the same character that publicans commonly sustained - fit companions of publicans - great sinners. - Matthew Henry Concise Commentary · v. 13-17Verses 13-17 Matthew was not a good character, or else, being a Jew, he would never have been a publican, that is, a tax-gatherer for the Romans. However, Christ called this publican to follow him. With God, through Christ, there is mercy to pardon the greatest sins, and grace to change the greatest sinners, and make them holy. A faithful, fair-dealing publican was rare. And because the Jews had a particular hatred to an office which proved that they were…Read the comment
- Tyndale Open Study Notes · v. 13-15Levi was also called Matthew (see Matthew 9:9–10). Certain people are known by two names in the New Testament (for example, Simon is also called Peter; Saul is also called Paul; Judas son of James is also called Thaddaeus, see study note on Mark 3:18). This type of tax collector (Greek telōnēs) collected sales taxes, customs, and road tolls, unlike those who collected the poll tax (12:14). Other Jews disliked local tax collectors like Levi because they…Read the comment
