Context of Isaiah 51:22
20Your children faint; they lie at the head of every street like an antelope in a snare. They are left in a stupor by the Lord’s anger, by the battle cry of your God. 21So listen to this, oppressed one, who is drunk, but not from wine! This is what your sovereign master, the Lord your God, says: “Look, I have removed from your hand the cup of intoxicating wine, the goblet full of my anger. You will no longer have to drink it. 23I will put it into the hand of your tormentors who said to you, ‘Lie down, so we can walk over you.’ You made your back like the ground, and like the street for those who walked over you.”

- Barnes’ Notes on the Bible · v. 22I have taken out of thy hand the cup of trembling - (See the notes at Isaiah 51:17). This verse contains a promise that they would be delivered from the effect of the wrath of God, under which they had been suffering so long. Thou shalt no more drink it again - Thou shalt no more be subject to similar trials and calamities (see Isaiah 54:7-9). - Matthew Henry Concise Commentary · v. 17-23Verses 17-23 God calls upon his people to mind the things that belong to their everlasting peace. Jerusalem had provoked God, and was made to taste the bitter fruits. Those who should have been her comforters, were their own tormentors. They have no patience by which to keep possesion of their own souls, nor any confidence in God's promise, by which to keep possession of its comfort.
