Context of Isaiah 51:22
20For your children have fainted and lie in the streets, helpless as antelopes caught in a net. The Lord has poured out his fury; God has rebuked them. 21But now listen to this, you afflicted ones who sit in a drunken stupor, though not from drinking wine. This is what the Sovereign Lord, your God and Defender, says: “See, I have taken the terrible cup from your hands. You will drink no more of my fury. 23Instead, I will hand that cup to your tormentors, those who said, ‘We will trample you into the dust and walk on your backs.’”

- Barnes’ Notes on the Bible · v. 22I have taken out of thy hand the cup of trembling - (See the notes at Isaiah 51:17). This verse contains a promise that they would be delivered from the effect of the wrath of God, under which they had been suffering so long. Thou shalt no more drink it again - Thou shalt no more be subject to similar trials and calamities (see Isaiah 54:7-9). Probably the idea here is, not that Jerusalem would never be again destroyed, which would not be true, for it was…Read the comment
- Matthew Henry Concise Commentary · v. 17-23Verses 17-23 God calls upon his people to mind the things that belong to their everlasting peace. Jerusalem had provoked God, and was made to taste the bitter fruits. Those who should have been her comforters, were their own tormentors. They have no patience by which to keep possesion of their own souls, nor any confidence in God's promise, by which to keep possession of its comfort. Thou art drunken, not as formerly, with the intoxicating cup of…Read the comment
