Context of Isaiah 51:22
20Your children have fainted; they lie at every street corner, like antelope caught in a net. They are filled with the wrath of the Lord, with the rebuke of your God. 21Therefore hear this, you afflicted one, made drunk, but not with wine. This is what your Sovereign Lord says, your God, who defends his people: “See, I have taken out of your hand the cup that made you stagger; from that cup, the goblet of my wrath, you will never drink again. 23I will put it into the hands of your tormentors, who said to you, ‘Fall prostrate that we may walk on you.’ And you made your back like the ground, like a street to be walked on.”

- Barnes’ Notes on the Bible · v. 22I have taken out of thy hand the cup of trembling - (See the notes at Isaiah 51:17). This verse contains a promise that they would be delivered from the effect of the wrath of God, under which they had been suffering so long. Thou shalt no more drink it again - Thou shalt no more be subject to similar trials and calamities (see Isaiah 54:7-9). - Matthew Henry Concise Commentary · v. 17-23Verses 17-23 God calls upon his people to mind the things that belong to their everlasting peace. Jerusalem had provoked God, and was made to taste the bitter fruits. Those who should have been her comforters, were their own tormentors. They have no patience by which to keep possesion of their own souls, nor any confidence in God's promise, by which to keep possession of its comfort.
