Context of 2 Chronicles 17:8
6He was committed to following the Lord; he even removed the high places and Asherah poles from Judah. 7In the third year of his reign he sent his officials Ben-Hail, Obadiah, Zechariah, Nethanel, and Micaiah to teach in the cities of Judah. They were accompanied by the Levites Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tob-Adonijah, and by the priests Elishama and Jehoram. 9They taught throughout Judah, taking with them the scroll of the law of the Lord. They traveled to all the cities of Judah and taught the people. 10The Lord put fear into all the kingdoms surrounding Judah; they did not make war with Jehoshaphat.

Commentaries on 2 Chronicles 17:8
- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 7-117-11. Also in the third year of his reign he sent to his princes, ... to teach in the cities of Judah--The ordinary work of teaching devolved on the priests. But extraordinary commissioners were appointed, probably to ascertain whether the work had been done or neglected. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah.
