Context of 2 Chronicles 17:8
6He was deeply committed to the ways of the Lord. He removed the pagan shrines and Asherah poles from Judah. 7In the third year of his reign Jehoshaphat sent his officials to teach in all the towns of Judah. These officials included Ben-hail, Obadiah, Zechariah, Nethanel, and Micaiah. He sent Levites along with them, including Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tob-adonijah. He also sent out the priests Elishama and Jehoram. 9They took copies of the Book of the Law of the Lord and traveled around through all the towns of Judah, teaching the people. 10Then the fear of the Lord fell over all the surrounding kingdoms so that none of them wanted to declare war on Jehoshaphat.

Commentaries on 2 Chronicles 17:8
- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment

Also in the third year of his reign he sent to his princes, ... to teach in the cities of Judah--The ordinary work of teaching devolved on the priests. But extraordinary commissioners were appointed, probably to ascertain whether the work had been done or neglected. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
