Context of 2 Chronicles 17:8
6He took great pride in the Lord’s ways, and he again removed the high places and Asherah poles from Judah. 7In the third year of his reign, Jehoshaphat sent his officials — Ben-hail, Obadiah, Zechariah, Nethanel, and Micaiah — to teach in the cities of Judah. The Levites with them were Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tob-adonijah; the priests, Elishama and Jehoram, were with these Levites. 9They taught throughout Judah, having the book of the Lord’s instruction with them. They went throughout the towns of Judah and taught the people. 10The terror of the Lord was on all the kingdoms of the lands that surrounded Judah, so they didn’t fight against Jehoshaphat.

- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 7-117-11. Also in the third year of his reign he sent to his princes, ... to teach in the cities of Judah--The ordinary work of teaching devolved on the priests. But extraordinary commissioners were appointed, probably to ascertain whether the work had been done or neglected. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
